The premise is how and why London and Middlesex County should build and operate an open fibre network that delivers fibre-to-the-home (or fibre-to-the-premise), a.k.a. FTTH.

Several other cities have already embarked on the initiative, so London has good examples to learn from already like Amsterdam, Chattanooga and Lafayette. The potential benefits to drawing new media and gaming companies to London, along with research projects, data centers, etc. are enormous. Not to mention that traditional ISPs can lease the network, thereby driving a profit. Not only is it good for the area in terms of economics, but it's another revenue source for the city/county.
